Two Hawaii police officers were charged Friday with civil rights violations for allegedly forcing a homeless man to lick a urinal, Hawaii News Now reports.
The incident allegedly took place in Jan 2018. Four officers at the Honolulu Police Department lost their badges and guns after another officer reported the alleged incident involving 37-year-old Samuel Ingall. Officers John Rabago and Reginald Ramones, who have each spent at least ten years with the department, each face one charge of conspiring to deprive a person of his civil rights and acting under the color of the law to deprive someone their civil rights. Both have been released on bond.
