BREAKING: Emergency Declared in Sonoma County, California

Supervisors in Sonoma County, California, have declared a local emergency as the Russian River continues to flood. 

Officials say that the declaration is the first step in seeking assistance in their response efforts. Around 3,600 residents around the Russian River were ordered to evacuated as water levels continue to rise from heavy rainfall.
